B2: Club of Leaders committed to Architecture
Meeting n°1 -
London - 17 June 2002
Architectural Policies: learning from the European experience
The objective of the Leaders’ Club is to hold meetings on
a regular basis bringing together political and economic leaders
who have decided to make architecture an integral part of their urban
policy or corporate policy. The program of this topic foresees annual
meetings during the 3-year funding period.
The Architecture Foundation hosted the first pilot meeting of the
Leaders’ Club - co-ordinated by Istituto di Cultura Architettonica
promosso dal Consiglio Nazionale degli Architetti (ICAR) in Rome
- to coincide with an international conference held in London on
18-19 June 2002 titled The Value of Architecture Centres: Uniting
People and Places.
This high profile event discussed architecture centres and their
role in promoting forward-thinking architecture and urban design
in their cities.

Architectural Policies: learning from the European experience
England currently does not have a national architecture policy.
In the discussions around the Government’s Planning Green Paper,
Public Procurement and in the run up to the ODPM’s Urban Summit
conference in November 2002, it would be timely to present to key
English policy makers the European experience of Architectural Policies.
Although the conclusion may be that England does not need a policy,
hopefully by demonstrating to key English policy makers how much
further advanced other parts of Europe are we can influence future
policy development.
Three presentations from key individuals from 3 European countries
(France, the Netherlands, and Finland) addressed the following issues:
- Why did they decide to have a policy?
- What format does it take – land
use planning, procurement guideline etc.?
- What real impact has it had?
- What have they learned from their experience?
