B3: Preparation of a European Festival of Architecture
Objectives
Definition of objectives and procedures for the establishment of a festival
to be held at the end of the programme (2003 or 2004) in the form of a
number of co-ordinated functions held at the same time.
It is intended for this festival to last initially for one week-end, but
the effective duration could be extended in the future.
Nature of the action
The idea of a feast or festival is in keeping with the wish to reach
the broadest possible public, and has proven its Europe-wide potential
in the field of cinema or music.
Events could be organised in accordance with a palimpsest making use of
the potential offered by the contemporary nature of the activities.
The experience of the Festa dell'architettura in Italy and of other
initiatives, such as the designation of Glasgow as the UK City of Architecture
and Design in 1999, or the London Open House week-end, provide a useful
background.
Proposed audience
The festival is geared toward the large audiences, and should reach
urban neighbourhoods as well a cultural institutions and public facilities.
Products – expected results
The celebration of a European architectural festival to be held simultaneously
in a number of partner countries is proposed. The programme will be based
upon a number of themes to be stipulated at a later date.
- Producing actions designed for school pupils
and students drawing upon the experience developed in a number of countries,
e.g. “ Adopt a work of architecture ”. This will enable
students to study a building and to present it to visitors on one of
the days of the festival.
- Open up places to the public : select a series
of symbolic buildings and sites and submit them to public attention.
- Holding different functions in forgotten buildings,
that deserve to be brought to the attention of the public and institutions.
The city and these places will form the backdrop for small and major
events which will revolve around the concept of rediscovery, adoption
and appearance. This can include the projection of films on the city,
street activities, spectacular events and meetings with artists : film
directors, photographers, dancers and rappers.
- Organising lectures, visits to professional
studios, guided tours to various quarters of the city or monuments and
exhibits which will help to understand the city.
- Promoting various approaches to spatial development
put forward by young and/or experienced architects or local policy-makers
can be presented to the public.
- Organising guided visits to the institutions
responsible for infrastructure management, networks and urban space.
At the same time for each country, multimedia festivals of architecture
and the city can be organised on a more modest scale.
Each partner city to the programme must involve the local stakeholders
(bookshops, cultural institutions, etc.). Programmes of the events must
be made available on the Internet and the most interesting features will
continue beyond the scope of the festival.
